CHAPTER 816
(House Bill 928)

AN ACT to add new Section [[31A]] 47 to Article [[23B]] 23A of the
Annotated Code of Maryland (1966 Replacement Volume and 1972
Supplement), title [["Municipal Corporation Charter,"]] "Corporations -
Municipal", subtitle [['"Registration, Nominations and Elections."]] "Home
Rule", and to be under the new subheading "Elections - Absentee Ballot", to
follow immediately after Section [[31]] 46 thereof, to require municipalities to
allow a qualified voter to vote in municipal elections by absentee ballot, and to
authorize municipalities to provide for the procedure to vote by absentee ballot.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section [[31A]] 47 be and it is hereby added to Article
[[23B]] 23A of the Annotated Code of Maryland (1966 Replacement Volume and
1972 Supplement), title [["Municipal Corporation Charter." ]] "Corporations -
Municipal", subtitle [ ["Registration, Nominations and Elections."]] "Home
Rule", and to be under the new subheading "Elections - Absentee Ballot", to
follow immediately after Section [[31]] 46 thereof and to read as follows:

[[31A.]] 47.

(A)     ANY QUALIFIED VOTER REGISTERED TO VOTE IN A
MUNICIPALITY IS ENTITLED TO VOTE IN THE MUNICIPAL
ELECTION BY ABSENTEE BALLOT. ALL MUNICIPAL CORPORATIONS
SHALL PROVIDE THE PROCEDURE TO VOTE BY ABSENTEE BALLOT.

(B)   THE MUNICIPALITIES ARE GENERALLY AUTHORIZED AND
EMPOWERED TO DO ANY AND ALL ACTS PROVIDING FOR VOTING
BY PERSONS WHO ARE ABSENTEE VOTERS. THEY ARE SEVERALLY
AUTHORIZED AND EMPOWERED TO USE ANY OF THEIR FACILITIES
TO TRANSMIT AND RECEIVE APPLICATIONS FOR ABSENTEE
BALLOTS, ENVELOPES, INSTRUCTIONS [[,]] AND PRINTED
MATTER [[,]] TO ENABLE ABSENTEE VOTERS TO VOTE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 817
(House Bill 937)

AN ACT to repeal and re-enact, with amendments, Sections 150, 151, 152, 152A,
152B, 153(a), 155, 156 and 157 of Article 43 of the Annotated Code of
Maryland (1971 Replacement Volume and 1972 Supplement), title "Health,"
subtitle "State Board of Veterinary Examiners," and to repeal Sections 152C
and 153(b) of the same Article, title and subtitle, to generally revise and relate
to the State Board of Veterinary Medical Examiners and to reletter as
appropriate and correct the language therein.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 150, 151, 152, 152A, 152B, 153(a), 155, 156 and 157
of Article 43 of the Annotated Code of Maryland (1971 Replacement Volume and
