Whereas, The Legislative Council in consultation with the Depart-
ment of State Planning, the Department of Budget and Fiscal
Planning, and the Department of Economic and Community Devel-
opment has investigated the proper role of the State in the Model
Cities program; and
Whereas, hearings were held to collect pertinent information and
obtain the opinions of concerned State and Local Officials and Resi-
dents of the Model Cities areas; and
Whereas, The Legislative Council has found that the programs of
local Model Cities areas and other communities throughout the State
with similar problems need greater direct State support and as-
sistance; now, therefore, be it
Resolved by the General Assembly of Maryland, That the State's
role in the Model Cities program should continue to be essentially one
of planning and coordination of programs by the appropriate agency
to provide for interagency and intergovernmental cooperation, and
information exchange; and be it further
Resolved, That the Governor should instruct State agencies to
establish a priority system to give priorities to certain projects (such
as schools, community colleges, clinics, recreation areas, sewers, etc.)
which either lie within the designated Model Cities areas or projects
outside the areas but which have a service impact on the Model Cities
Areas; and be it further
Resolved, That the State should, through the Department of Eco-
nomic and Community Development, use the knowledge derived from
the existing federally designated Model Cities' programs to assist
other jurisdictions to derive similar benefits from federal programs
in Housing and Urban Development (HUD), Health, Education and
Welfare (HEW), Appalachia and other agencies; and be it further
Resolved, That it is appropriate to use State funds to assist other
communities in the planning and application process for worthwhile
programs and for "local fund" availability such as federal funding
assistance provides in the federally designated Model Cities areas;
and be it further
Resolved, That copies of this Resolution be sent to the Governor
of Maryland, the Secretary of the Department of State Planning,
the Secretary of the Department of Budget and Fiscal Planning and
the Secretary of the Department of Economic and Community Devel-
opment.
