(Senate Joint Resolution 43)
Senate Joint Resolution encouraging and supporting research which
would provide better modes of treatment and afford a clearer un-
derstanding of the effect of Sickle Cell Anemia and Sickle Cell
Trait on the growth and development of all those afflicted with
either of the above mentioned.
Whereas, There is a difference between sickle cell trait and sickle
cell anemia; and
Whereas, There is a need for a long term follow up on those who
are afflicted with sickle cell trait; and
Whereas, There is a need to learn more about the carrier status
of sickle cell trait so as to help discover if there is presence of sickle
cell anemia at an early age; and
Whereas, There is a need to re-examine the screening procedures
presently in effect because these screening methods tend to place
unfair labels on those who are screened; and
Whereas, There is a need to end the discriminatory practices by
employers, insurance companies, etc. against those who have sickle
cell trait and sickle cell anemia; now, therefore, be it
Resolved by the General Assembly of Maryland, That appropriate
measures be taken by the necessary authorities within the State of
Maryland THE HOWARD UNIVERSITY CENTER FOR SICKLE
CELL ANEMIA, JOHNS HOPKINS RESEARCH CENTER FOR
SICKLE CELL ANEMIA, THE ASSOCIATION FOR SICKLE
CELL ANEMIA RESEARCH, THE MARYLAND DEPARTMENT
OF HEALTH AND MENTAL HYGIENE, AND THE U. S. DE-
PARTMENT OF HEALTH, EDUCATION AND WELFARE ARE
REQUESTED TO TAKE THE NECESSARY MEASURES to
encourage and support research which will help to distinguish sickle
cell trait from sickle cell anemia thus educating the public and
ending all discriminatory practices against those who have either
sickle cell trait or sickle cell anemia; and be it further
Resolved, That copies of this Resolution be sent to the Howard
University Center for Sickle Cell Anemia, Johns Hopkins Research
Center for Sickle Cell Anemia, Mr. Charles Young, President of the
Association for Sickle Cell Anemia Research, the Senate and the
House of Representatives of the United States, the State of Mary-
land Department of Health and Mental Hygiene, and the U.S. De-
partment of Health, Education and Welfare.
