(3) Ex Officio Delegates. There shall be no ex officio delegates to
the Republican National Convention.

(4) Selection of Alternates for Elected Delegates. The elected
delegation to the national party convention shall elect the alternate
delegates to the convention.

(5) Filling of Vacancies. The entire delegation to a national
party convention shall fill vacancies occurring in the office of dele-
gate or alternate delegate.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 7

(LEGISLATIVE DISTRICTING AND APPORTIONMENT
ORDER NO. 1)

A LEGISLATIVE DISTRICTING AND APPORTIONMENT PLAN
PURSUANT TO ARTICLE III, SECTION 5 OF THE CONSTI-
TUTION OF MARYLAND, to repeal Sections 46, 46A, 46B, 46C,
47, 47A, 47B, and 47C of Article 40 of the Annotated Code of
Maryland, (1971 Replacement Volume), title "General Assembly,"
subtitles "Subdistricts for the Senate" and "Subdistricts for the
House of Delegates," and to enact new Sections 46, 46A, 46B,
47, 47A and 47B in lieu thereof, to be under the new subtitle
"Legislative Districting and Apportionment Plan of 1972"; to
provide for the districts for the election of members of the Senate
of Maryland and for the districts for the election of members
of the House of Delegates of Maryland; to prescribe the num-
ber of Senators to be elected from each Senatorial district and
the number of Delegates to be elected from each Delegate dis-
trict; to provide that the legislative districting and apportion-
ment plan contained herein shall, for purposes of elections, be
applicable to elections for members of the General Assembly
beginning with the primary and general elections of 1974 and
shall, for purposes of representation, be applicable beginning with
the second Wednesday of January 1975; to repeal all laws or
parts of laws inconsistent with the districting and apportionment
plan contained herein; to declare that the plan is severable;
and relating generally to legislative districting and apportionment
in accordance with the provisions of Article III of the Constitu-
tion of Maryland.

Section 1. Be it ordered by the Governor of Maryland pursuant
to Article HI, Section 5 of the Constitution of Maryland,
