252.

(a) The Commission, subject to the approval of the Secretary of
Licensing and Regulation, shall employ an executive director who
shall be a full-time employee of the State. He shall hold office during
good behavior and shall be subject to removal [with the approval of]
by the Secretary [by the Commission or by a majority of the Com-
mission] for incompetence or neglect of duty; but before the execu-
tive director may be removed from office he shall be given a copy
of the charges against him and an opportunity of being publicly
heard in person or by counsel in his own defense upon not less
than ten days' notice.

The executive director shall:

(1)   Take charge of the office of the Commission and is in complete
charge of the day to day operation of such office and shall be respon-
sible
only to the Secretary of Licensing and Regulation AND THE
COMMISSION;

(2)   Have custody of the official records and the seal; and

(3)   Collect, account for, and pay over all fees required by this
subtitle in such manner as may be determined by rule or regulation
of the Comptroller of the State of Maryland. The executive director
shall, upon entering the performance of his duties, be covered by a
surety bond in accordance with the provisions of Sections 46 through
50 of Article 78A of the Annotated Code of Maryland.

(d)  The [Commission] executive director may, subject to the
approval of the Secretary of Licensing and Regulation, employ and
discharge at any time inspectors or auditors. [It] He also may em-
ploy investigators whose positions shall be within the merit system
established by Article 64A of this Code. The Attorney General of
Maryland may appoint a qualified attorney-at-law who shall serve
at the pleasure of the Attorney General to represent the Commission.

(f) Compensation for [members of the Commission] the Com-
missioners
shall be as provided in the budget.

253.

(e)  The [Commission] Commissioners shall meet no less than
once a month for the transaction of any and all business which may
come before it. A quorum consists of three members and the con-
currence of three shall be required for action.

259.

(a)  The [Commission] Commissioner COMMISSIONERS shall
have the power to refuse, suspend or revoke any licenses issued
under the provisions of this subtitle where the [Commission] Com-
missioner
finds COMMISSIONERS FIND that the licensee has vio-
lated any provision of this subtitle or is performing or attempting
to perform any act prohibited by this subtitle.

(b)  Any violation of any of the provisions of this subtitle upon
the part of any director, manager, partner, officer, salesman, agent,
or employee of a contractor shall be cause for suspension or revoca-
tion of the license of the contractor, unless it shall appear to the sat-
