103.

Any vacancy in the Council, from any cause, shall be filled: by the
Governor, regard being had, however, for the method of selection
hereinbefore provided.

104.

The Council shall make a report to each session of the General
Assembly of Maryland, of the work of the various branches of the
judicial system, with its recommendations for modification of exist-
ing conditions. It may also from time to time submit such suggestions
as it may deem advisable, for the consideration of the judges of the
various courts, with relation to rules, and practice and procedure.

105.

The Council may hold public hearings and shall have power to
administer oaths and require the attendance of witnesses and the
production of books and documents. A witness who gives false testi-
mony or fails to appear when duly summoned, shall be subject to
the same penalties to which a witness before a court is subject, and
the same shall be imposed by any judge having jurisdiction over
the person of the offender.

106.

No member of said Council shall receive any compensation for his
services. The Council and the several members thereof shall be
allowed such expenses for clerical and other services, traveling, and
incidentals, as may be provided for in the budget. The Council shall
pay the salaries of such assistants as the Court of Appeals may
employ pursuant to the authority contained in Section 28 of this
article and shall pay the traveling and other expenses, including
printing and other costs, of the committee appointed by the Court
of Appeals pursuant to the provisions of said section. All disburse-
ments shall be by vouchers signed by the president of the Council.]

Sec. 2. And be it further enacted by the General Assembly of
Maryland,
That all books, papers, files, records, furniture, fixtures,
and other personal property owned by or in the custody, as of June
30, 1971, of the Judicial Council, shall be transferred to and be in
the ownership or custody of the Board of Public Works.

Sec. 3. And be it further enacted by the General Assembly of
Maryland,
That all appropriations and credits on the books, papers,
and accounts of any department or other agency of this State, as of
June 30, 1971, for and to the credit of the Judicial Council, and all
liabilities and obligations as of June 30,1971, of the Judicial Council,
shall be transferred to and become the appropriations, credits, liabil-
ities, and obligations of the Board of Public Works.

SEC. 4. And be it further enacted, That this Act shall take effect
July 1, 1971.
