Whereas, The only individuals to benefit from the artificial prop-
erty values are the investors who have circulated the representations
as to the conditions of the neighborhood, and who then buy the prop-
erty at the reduced value; now, therefore, be it

Resolved by the General Assembly of Maryland, That the United
States Congressional delegation from Baltimore City MARYLAND
be and they are hereby requested to study this problem and to rec-
ommend legislation, if appropriate, to provide a basis for a fair
evaluation of property in such neighborhoods; and they are hereby
requested to specifically consider equitable methods by which the fair
market value as established by appraisal can more accurately reflect
the inherent, true value of the property rather than the artificial
price; and, be it further

Resolved, That copies of this Resolution be sent to the Honorable
Edward A. Garmatz, the
Honorable Parren J. Mitchell, and the
Honorable Paul S. Sarbanes, MARYLAND DELEGATION TO THE
UNITED STATES CONGRESS and to the Real Estate Commission
of Maryland.

(Senate Joint Resolution 43)

Senate Joint Resolution directing the Governor to proclaim the third
Wednesday in April of every year as Earth Day and to proclaim
the week from the Monday preceding Earth Day to the Monday
following as Earth Week.

Whereas, the environmental problems which last year evoked a
resolution by the General Assembly are still with us; and

Whereas, the first step in solving a problem is to be aware of the
problem; and

Whereas, the proclamation of Earth Day and Earth Week does
much to acquaint the public with the problem; and

Whereas, the activities of our educational community and the
students relative to the previous Earth Day proclamation are much
to be commended, and, to encourage such activities again; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
be, and he hereby is, authorized and directed to proclaim the third
Wednesday in April of every year, including 1971, as Earth Day
and to proclaim the week from the Monday preceding Earth Day to
the following Monday as Earth Week; and be it further

Resolved, That the Secretary of State send a copy of this Resolu-
tion to the Governor.
