County shall be a member of The Council and shall have authority to
nominate, constitute and appoint as a permanent alternate, a member
of the County Council of Anne Arundel County, to serve in his
absence as a member of the Council. The county executive of Anne
Arundel County shall appoint a member of the Anne Arundel County
planning advisory board as a member of the Council.

(d)    Members from Baltimore County.—The county executive of
Baltimore County shall be a member of the Council and shall have
authority to nominate, constitute and appoint a permanent alternate,
who shall be an elected or appointed official of the government of
Baltimore County, to serve in his absence as a member of The Coun-
cil. The chairman of the County Council of Baltimore County shall be
a member of The Council and shall have authority to nominate, con-
stitute and appoint as a permanent alternate, a member of the County
Council of Baltimore County to serve in his absence as a member of
the Council. The county executive of Baltimore County shall appoint
a member of the Baltimore County planning board as a member of
The Council.

(e)    Members from Carroll County.—The president and a member
of the Board of County Commissioners of Carroll County, as desig-
nated by the Board, shall be members of The Council and each shall
have authority to nominate, constitute and appoint a permanent al-
ternate, who shall be an elected or appointed official of the govern-
ment of Carroll County, to serve in his absence as a member of The
Council. The Board of County Commissioners of Carroll County
shall appoint a member of the Carroll County planning and zoning
commission to serve as a member of The Council.

(f)    Members from Harford County.—The chairman PRESI-
DENT and a member of the Board of County Commissioners of
Harford County, as designated by the Board, shall be members of
The Council and each shall have authority to nominate, constitute
and appoint a permanent alternate, who shall be an elected or ap-
pointed official of the government of Harford County, to serve in
his absence as a member of The Council. The Board of County Com-
missioners of Harford County shall appoint a member of the Har-
ford COUNTY planning and zoning commission to serve as a member
of The Council.

(g)    Members from Howard County.—The county executive of
Howard County shall be a member of The Council and shall have
authority to nominate, constitute and appoint a permanent alternate,
who shall be an elected or appointed official of the government of
Howard County, to serve in his absence as a member of The Council.
The chairman of the County Council of Howard County shall be a
member of The Council and shall have authority to nominate, con-
stitute and appoint as a permanent alternate, a member of the County
Council of Howard County to serve in his absence as a member of
The Council. The county executive of Howard County shall appoint a
member of the Howard County planning board as a member of The
Council.

(h) Members appointed by Governor.—The Governor of the State
of Maryland shall appoint a member of the Senate of the State of
Maryland and a member of the House of Delegates of the State of
Maryland, both representing legislative districts within the "area," as
