indebtedness to an amount not to exceed fifty thousand dollars,
in any one year, this borrowing right to be in addition to any other
borrowing right that the said Commissioners of Vienna now have.
Section I. BE IT RESOLVED by The Commissioners of Vienna that
amendment to the Charter of Vienna is hereby proposed as follows: by
repealing and re-enacting with amendment of Section 374 of the Code of
Public Local Laws of Dorchester County, also cited as Article 10 of the
Code of Public Local Laws of Maryland.
"374. OTHER POWERS.
The said Commissioners shall also have power to impose license fees
on any business, occupation or employment conducted in said town whether
temporary or permanent; to provide for fire protection, police protection,
for lights upon the highways of the town; to arrange for a supply of
water for fire protection and for the use of its citizens; and to borrow
money on their notes or certificates of indebtedness to an amount not to
exceed [ten thousand dollars] fifty thousand dollars, in any one year,
this borrowing right to be in addition to any other borrowing right that
the said Commissioners of Vienna now have."
Section II. AND BE IT FURTHER RESOLVED by The Commis-
sioners of Vienna that the date of adoption of this Resolution is February
17, 1969; and the amendment of the Charter of the Commissioners of
Vienna hereby enacted shall become effective on April 8, 1969, unless a
proper petition for a referendum hereon shall be filed as permitted by
law, provided a complete and exact copy of this Resolution shall be
continuously posted at the Town Hall of the Town of Vienna until March
31, 1969, and provided further that a copy of the title of this Resolution
shall be published in a newspaper of general circulation in said Dorchester
County once in each of the weeks of February 24, 1969, March 3, 1969,
March 10, 1969, and March 17, 1969.
Section III. AND BE IT FURTHER RESOLVED by the Commis-
sioners of Vienna, that the President of The Commissioners of Vienna,
is hereby specifically enjoined to carry out the provisions of Section II
hereof and as evidence of such compliance, the President shall cause to be
affixed to the minutes of this meeting appropriate certificates of publica-
tion of the newspaper or newspapers in which the title of this Resolution
shall have been published and shall declare the Charter amendment hereby
enacted to be effective either on April 8, 1969, or following a favorable
referendum thereon, by affixing his signature hereto in the space provided
on the effective date of such amendment.
Section IV. AND BE IT FURTHER RESOLVED by The Commis-
sioners of Vienna, that as soon as the Charter amendment hereby enacted
shall become effective, either as herein provided or following a referendum,
the President shall send separately by registered mail, to the Secretary
of the State of Maryland and to the Department of Legislative Reference
of Maryland a clear certified copy of this Resolution, showing the number
of Commissioners voting for and against it and a report on the votes cast
for or against said amendment hereby enacted at any referendum thereon
and the date of such referendum.
The above charter amendment was enacted by the foregoing Resolu-
tion which was passed at a regular meeting of The Commissioners of
