(f) Qualifications of members.—Members appointed to the sev-
eral boards shall be residents and voters of the county in which
appointed, and shall be persons of high character, integrity, and
recognized business capacity. In Harford County they shall also be
taxpayers of said county. In Montgomery County, qualifications of
the Director of the Department of Liquor Control shall be determined
by the County Executive [manager with the approval of the County
Council]. In Caroline County one member appointed to the board
shall be a resident of either the first, second, or seventh election dis-
trict of the county; one member shall be a resident of either the third
or the sixth election district; and one member shall be a resident
of either the fourth, fifth, or eighth election district. In Garrett
County, no person may be appointed to the board who is then serving
as a County Commissioner for the county and no person may be
appointed to the board who is receiving any other compensation from
the county.

(h) (4) Montgomery County.—The salary of the Director of the
Department of Liquor Control shall be fixed by the County Execu-
tive
[manager] with the approval of the County Council.

(d)    Montgomery County.—In Montgomery County the county
liquor dispensaries may be established at one or more locations deter-
mined by the Director of the Department of Liquor Control with the
approval of the County [council] Executive.

(k) Montgomery County.—(1) In Montgomery County, in
addition to the powers already enumerated in this section, the Direc-
tor of the Department of Liquor Control shall have power to acquire,
with the approval of the County [council] Executive, by lease, pur-
chase or otherwise, such real or personal property as may be deemed
necessary by the said director to operate dispensaries, stores or ware-
houses; and shall have power to acquire, by purchase or otherwise,
any alcoholic beverages from any source for resale, provided that all
purchases except purchases of merchandise for resale shall be made
through the County Purchasing Office.

(e)    Montgomery County.—All monies derived from the sale of
alcoholic beverages shall be deposited in a bank or banks located
within Montgomery County in the name of Montgomery County,
Maryland, and such money shall be disbursed by the Director of
Finance in the same manner as other county funds. There is hereby
established a revolving fund which shall be used only for purchases
of merchandise for resale in the county dispensaries. The amount of
said revolving fund shall be in such sum as in the discretion of the
Director of the Department of Liquor Control, approved by [the
county manager and] the Director of Finance, is necessary for the
creation of a reserve and operating fund to provide adequate work-
ing capital for the continued operation of the dispensary system.
The said revolving fund shall be replenished from general funds by
the Director of Finance as vouchers are submitted by the Director of
the Department of Liquor Control certifying as to the amount of
