the program of operation; however amendments to the program of
operation must be voted on and approved by the members of the
Association. Votes shall be cast and counted on a weighted basis
in accordance with the Premiums Written of each member. An amend-
ment to the program of operation shall not become effective until
approved by at least a majority of the votes cast on such weighted
basis.

INSPECTIONS AND REPORTS
478D.

(1)    Any person having an insurable interest in real or tangible
personal property at a fixed location in an urban area, who has been
unable to obtain Essential Property Insurance or has been able to
obtain such insurance only after application pursuant to Section 242
(c)(7) of the Maryland Insurance Code, or has been able to obtain
only partial coverage of the value of such property, shall be entitled,
upon application therefor to the Association, to an inspection of the
property by the Inspection Bureau, without cost to the owner.

(2)    The manner and scope of such inspections shall be pre-
scribed by the Association with the approval of the Commissioner.

(3)    An inspection report shall be prepared within such time
as shall be prescribed by the Association with the approval of the
Commissioner. The report shall cover pertinent structural and
occupancy features as well as the general condition of the building
and surrounding structures. A representative photograph of the
property may be taken during the inspection.

(4) The applicant or his representative shall be afforded the op-
portunity to be present during the inspection. The inspector shall
have no authority to advise whether any insurer will provide the
coverage.

(5) After the inspection, a copy of the completed inspection re-
port, and any photograph, indicating the pertinent features of build-
ing, construction, maintenance, occupancy and surrounding property
shall be sent to the Association. Included with the report shall be
a rate make-up statement, including any condition charges or sur-
charges imposed as a result of the inspection or under the program
of operation, or under any substandard rating plan approved by the
Commissioner. A copy of the inspection report shall be made available
to the applicant or his agent upon request.

MARYLAND INSURANCE DEVELOPMENT FUND

478E.

(1) There is hereby created a fund to be known as the "Mary-
land Insurance Development Fund" for the purpose of providing
financial back-up to enable insurers to qualify for riot and civil dis-
order reinsurance under the Urban Property Protection and Reinsur-
ance Act of 1968 or any other act of the Congress of the United
States which will similarly provide reinsurance or financial back-up
to accomplish the purposes of this subtitle. The fund shall be used
