the final days of its deliberations for the 1969 session, it has been
requested that the Task Force report, as well as the draft im-
plementing legislation, all of which is attached hereto and to be
thoroughly reviewed and revised by the Legislative Council to reflect
the best and most comprehensive approach to this important sub-
ject.

Now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legislative
council or any special committee thereof review the matter of State
employees organizing for collective negotiations and report with
recommended legislation to the Governor for submission to the
General Assembly by January 1, 1970.

(House Joint Resolution 86)

House Joint Resolution requesting the appointment of a special legis-
lative committee to conduct an in-depth study of horse racing in
Maryland.

Whereas, During the current session of the General Assembly,
the joint finance committees of the Senate and the House of Dele-
gates have held public hearings on all legislation introduced with
respect to horse racing in Maryland; and

Whereas, There has been insufficient time to give proper con-
sideration to all aspects of the legislation; and

Whereas, It is the feeling of the joint committees that an in-
depth study of the subject is sorely needed, as sufficient information
must be developed on such subjects as audits of the tracks, consolida-
tions of various racing plants, additional days of racing and pos-
sibilities of additional revenues for the State; and

Whereas, It is felt that a complete study of all horse racing in
Maryland would better enable the General Assembly to make proper
and intelligent determinations as to the type of legislation needed to
improve racing in Maryland; and

Whereas, During the course of hearings, it was felt that there
was insufficient information available to make a determination
regarding pension plans for employees of the racing plants, al-
though indications are that there is a proper need for such plan; and

Whereas, It is the hope of the joint finance committees of the
General Assembly that an in-depth study will produce legislation to
improve racing in Maryland of such a nature as can be passed by the
General Assembly in the 1970 Session; now, therefore, be it

Resolved by the General Assembly of Maryland, That a special
legislative committee consisting of five members of the Senate, ap-
pointed by the President, and five members of the House of Dele-
