"Metropolitan Commission," and to enact a new Section 446 in
lieu thereof, to stand in the place of the section repealed, to pro-
vide for loans to the Metropolitan Commission by the Harford
County Commissioners or by banks, and relating generally to
loans of the Metropolitan Commission of Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 446 of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Laws
of Maryland), title "Harford County," subtitle "Metropolitan Com-
mission," be and it is hereby repealed, and that a new Section 446
be and it is hereby enacted in lieu thereof, to stand in the place of
the section repealed, and to read as follows:

446. LOANS TO COMMISSION

(a)  Authorization. For the purpose of assisting the construction
of needed sanitary facilities, the County Commissioners may make
loans to the Commission under appropriate written agreements for
repayment. The County Commissioners may make general fund
appropriations or borrow funds for this purpose, upon such terms
and conditions as they deem right and proper.

(b)  Additional Authorization. The Metropolitan Commission may
borrow direct from any bank or trust company, on short term notes
signed by the Chairman or vice chairman, and the treasurer, upon
terms and conditions as the Commission deems right and proper;
the amount borrowed may not exceed $500,000 at any one time, and
be only with the written endorsement of the County Commissioners.

(c)  Purpose of Section. The legislative purpose of this section is
to provide additional financial resources to implement the develop-
ment of sanitary facilities in Harford County; but it is hereby spe-
cifically declared that, insofar as feasible, such installations should
be financed on a self-liquidating basis by special-user charges and
benefit assessments.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 647)

AN ACT to repeal and re-enact, with amendments, Sections 98B (11)
(a), (c) and (d) of Article 52 of the Annotated Code of Maryland
(1968 Supplement), title "Justices of the Peace," subtitle "Trial
Magistrates System," providing new title designations for the
clerical personnel for the People's Court of Anne Arundel County;
and correcting a reference to "County Commissioners," so as to
read "County Council."
