(e) Upon the failure of a third examination, the applicant may
not apply for re-examination under the current application. Such
applicant may not submit a new application for registration for a
period of four years.
15.
(a) The Board shall issue a certificate of registration upon pay-
ment of registration fees as provided for in this article to any appli-
cant who, in the opinion of the Board, has satisfactorily met all
requirements of this article. In the case of a [registered] profes-
sional engineer, the certificate shall authorize the "practice of engi-
neering." In the case of an engineer-in-training or land surveyor-in-
training, the certificate shall state that the applicant has successfully
[passed] completed the examination in fundamental engineering
or land surveying subjects required by the Board and has been
enrolled as an "engineer-in-training" or "land surveyor-in-training."
In the case of a [registered! professional land surveyor, the certifi-
cate shall authorize the "practice of land surveying*" AND IN THE
CASE OF A PROPERTY LINE SURVEYOR, THE CERTIFICATE
SHALL AUTHORIZE THE PRACTICE OF PROPERTY LINE
SURVEYING. Certificates of registration and certificates as engi-
neer-in-training or land surveyor-in-training shall show the full name
of the registrant, shall have a serial number, and shall be signed by
the Chairman and the Secretary of the Board under seal of the Board.
(b) The issuance of a certificate of registration by the Board
shall be prima facie evidence that the person named therein is
entitled to all the rights and privileges of a [registered] profes-
sional engineer, or of a [registered] professional land surveyor,
while the said certificate remains unrevoked or unexpired.
(c) Each registrant hereunder is entitled upon registration to
obtain a seal of the design authorized by the Board, bearing the
registrant's name and the legend "Registered Professional Engineer
or "Registered Professional Land Surveyor." [Plans, specifications,
plats, and reports prepared by a registrant shall be stamped with the
said seal when filed with public authorities, during the life of the
registrant's certificate, but it shall be unlawful for anyone to stamp
or seal any documents with said seal after the certificate of the
registrant named thereon has expired or has been revoked, unless
said certificate shall have been renewed or reissued.] This seal is
for the personal use of the registrant only. Plans, specifications,
plats and reports prepared by a registrant shall be stamped with the
said seal or facsimile thereof and signed by the registrant when
issued to any clients or when filed with public authorities during the
life of the registrant's certificate. Any such plans, specifications,
plats and records which are not so sealed and signed shall not be
accepted by any public authority.
(d) It shall be unlawful for anyone to stamp or seal or sign any
documents with said seal after the certificate of the registrant
named thereon has expired or has been revoked, unless said certifi-
cate shall have been renewed or reissued.

At any time within one year after June 1, 1939, upon due appli-
cation therefor and the payment of a registration fee of fifteen dol-
