(House Joint Resolution 30)
House Joint Resolution requesting the Legislative Council to study
the feasibility of reorganizing the State Athletic Commission.
Whereas, the State Athletic Commission presently only has
jurisdiction over the staging of professional boxing and wrestling
events in Maryland, and
Whereas, their powers could be expanded to include sponsoring
and administering amateur championship tournaments in many
different sports such as: basketball, baseball, lacrosse, wrestling,
swimming, and track and field, and
Whereas, school age boys and girls could have the fun and
enrichment of competing in official state championships in com-
petitive sports, and
Whereas, there could be no program more worthy of State spon-
sorship than presenting a forum where youths can compete for
athletic excellence, and
Whereas, after the initial costs in setting up such programs
they would become self-supporting from the attendance money
which they would bring in, and, therefore, be it
Resolved by the General Assembly of Maryland, That the Legisla-
tive Council be requested to study or to appoint a special committee
to study the feasibility and manner of reorganizing the State
Athletic Commission so that this body could plan, organize and
administer a program of State and regional championship tourna-
ments in various sports and to report to the General Assembly at its
1968 Session with recommendations on this subject, and be it further
Resolved, That copies of this Resolution be sent to the Chairman
and Secretary of the Legislative Council.

House Joint Resolution requesting the Legislative Council to study
the problems of motor vehicle operators who are deaf, in securing
motor vehicle liability insurance.
The members of the General Assembly of Maryland are concerned
over difficulties encountered by licensed motor vehicle operators in the
State of Maryland who are deaf, in securing motor vehicle liability
insurance.
The State of Maryland recognizes and licenses deaf persons as
qualified operators of motor vehicles. Despite this fact, deaf opera-
