public and is operated as a club, a place of public entertainment or
a place where setups or other component parts of mixed alcoholic
drinks are sold; and it shall also be unlawful for any owner, oper-
ator, or manager of any such premises to permit such consumption
or possession. Any person violating the provisions of this subsection
shall be deemed guilty of a misdemeanor and upon conviction thereof
shall be fined not less than $50.00 nor more than $500.00 for each
offense.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(Senate Bill 236)

AN ACT to repeal and re-enact, with amendments, Section SEC-
TIONS 3 (a) AND 3 (S) of Article 25 of the Annotated Code of
Maryland (1957 Edition and 1965 Supplement), title "County
Commissioners", subtitle "General Provisions", granting certain
express powers to the County Commissioners of Frederick County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section SECTIONS 3 (a) AND 3 (S) of Article 25 of the Anno-
tated Code of Maryland (1957 Edition and 1965 Supplement), title
"County Commissioners", subtitle "General Provisions", be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

3.

(a) The county commissioners of each county in this State, except
Worcester, Kent, Caroline, (except as hereinbelow provided), Alle-
gany, except as specifically provided in subsection (s), Prince
George's, Washington, Somerset, Dorchester, Baltimore, Anne Arun-
del, Cecil, Charles (except as provided in subsection (bb)), Howard
[, Frederick] and Queen Anne's counties, in addition to, but not in
substitution of, the powers which have been or may hereafter be
granted them, shall have the following express powers:

(S) (1) IN HARFORD, FREDERICK, AND ALLEGANY COUN-
TIES, THE COUNTY COMMISSIONERS MAY PROVIDE AND
PRESCRIBE REGULATIONS FOR THE ISSUANCE OF PLUMB-
ING PERMITS, TO BE REQUIRED BEFORE ANY SANITARY
SYSTEMS, PLUMBING AND FIXTURES MAY BE INSTALLED
WITHIN SAID COUNTY, AND PROVIDE ANY FEE OR
CHARGES FOR ANY SUCH PERMITS, AND THE ENFORCE-
MENT THEREOF. THE COUNTY COMMISSIONERS ARE
AUTHORIZED TO CHARGE REASONABLE FEES FOR THE
ISSUANCE OF ZONING CERTIFICATES OR PERMITS FOR
CONSTRUCTION OF IMPROVEMENTS TO REAL PROPERTY.
THE COUNTY COMMISSIONERS OF HARFORD, FREDERICK
AND ALLEGANY COUNTIES SHALL ALSO HAVE THE POWER
TO ADOPT A PLUMBING CODE TO REGULATE THE CON-
STRUCTION OF WATER, SEWER, DRAINAGE, AND SANI-
