tions properly. The Director and all other personnel of the Board
shall be employees of Dorchester County. Their salaries shall, subject
to the approval of the County Commissioners of Dorchester County,
be fixed by the Board. The Board is also authorized to employ per-
sonnel on a part-time or temporary basis, and may, in its discretion
at any time, discharge any person employed by it, including the Di-
rector. The engagement of voluntary workers without compensation
may also be undertaken by the Board upon the recommendation of
the Director.

327G.

The Board shall submit to the County Commissioners of Dorchester
County an annual report of its activities, together with recommenda-
tions for further activities and development of the County recreation
and parks program; and shall also submit an annual budget, itemizing
the appropriations necessary for the performance of its functions
and duties in carrying out their program under this act. However,
no monies allocated to the Board under this budget shall be trans-
ferred to activities or programs not provided for in the said budget
without the consent and approval of the Board of County Commis-
sioners of Dorchester County.

327H.

(a)   The County Commissioners of Dorchester County, by and
through the Board of Recreation and Parks hereby created, shall have
power to accept any grant, devise or lease of real estate, or any gift
or bequest of money or other property, or any donations to be applied,
principal or income or both, for either temporary or permanent use,
to parks, playgrounds or other recreational purposes. This power
shall include authority to take advantage of any public funds which
might become available for recreational projects.

(b)  If any such grant, devise, lease, gift or bequest be conditional,
the proper authorities of the County shall have power to accept the
same upon the conditions attached and to comply with such condi-
tions, if in the judgment of such authorities, such conditions are
reasonable and for the best interests of the County. Money received
in any such manner, unless otherwise provided by the terms of the
gift or bequest, shall accrue and become a part of the funds available
for expenditure by the Board for recreational and parks purposes,
as herein defined. The County Commissioners of Dorchester County
may, by and through the Board of Recreation and Parks hereby cre-
ated, join or cooperate with the Federal Government, or the State of
Maryland or with one or more municipalities or with one or more
Dorchester County community recreation councils or with one or
more other counties, or with the Dorchester County Board of Edu-
cation or the Board of Recreation and Parks of one or more muni-
cipalities, or of one or more other Counties, in providing, establishing
and conducting recreation centers, playgrounds, parks and other
recreation facilities and activities.

(c)   The Board shall have the power to purchase, construct or
improve buildings and facilities.

Sec. 2. And be it further enacted, That all Acts or parts of Acts
in conflict with this Act are hereby repealed.
