of Recreation and Parks, and other personnel in order to provide
for a recreational and parks program in Dorchester County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 327A through 327H be and they are hereby added
to the Code of Public Local Laws of Dorchester County (1961 Edi-
tion, being Article 10 of the Code of Public Local Laws of Mary-
land), title "Dorchester County," to follow immediately after Section
327 thereof and to be under the new subtitle "Recreation and Parks"
creating a Board of Recreation and Parks, and to read as follows:
Recreation and Parks
3 27 A.
The County Commissioners of Dorchester County are hereby
authorized and empowered to establish a Board of Recreation and
Parks for Dorchester County, hereinafter referred to as the Board,
with the powers and duties specified in this Act.
327B.
The Board shall consist of ten (10) members, appointed by the
Board of County Commissioners of Dorchester County, Maryland, all
of whom shall have been legal residents of Dorchester County, Mary-
land, for a period of three (3) years, next preceding their appoint-
ment, one of whom shall be the Superintendent of County Schools or
his designated representative. All members of the Board shall be
appointed for terms of four (4) years from the first day of January
of the year of their appointment, or until their successors are ap-
pointed. The present Directors of the Cambridge-Dorchester Recrea-
tion League, Inc., shall compose the Board for the first term of four
(4) years. Vacancies occurring otherwise than by expiration of a
term shall be filled in the same manner as the original appointments
and for the unexpired term. In the appointment of members of the
Board by the County Commissioners of Dorchester County, due re-
gard shall be given to the population and the character of develop-
ment in the various sections or areas of the County. All members of
the Board shall serve without compensation, except for necessary
expenses.
327C.
The Board shall annually select from among its membership a
Chairman, a Vice Chairman and a Treasurer. The Board may require
the latter to give such bond, in such amount, as it may determine.
Its secretary may or may not be a member of the Board. The Board
is hereby empowered to adopt all necessary rules and regulations for
the conduct of its business, and shall hold such meetings, both regular
and special, as may from time to time be deemed necessary. The
Board shall hold at least four (4) meetings yearly. The Board's
regular place of business shall be Cambridge, Dorchester County,
Maryland, but both regular and special meetings of the Board may
be held elsewhere, in the discretion of the Board.
327D.
The Board is authorized to appoint a Director of Recreation and
Parks who shall be the chief executive officer of the Board but not a
