created for the purpose of advancing the general welfare of the
people through programs and activities to develop Cecil County's
natural resources and economic opportunities pertaining to com-
merce, agriculture, forestry, transportation, travel, tourism and rec-
reation, and to cooperate and offer assistance to existing industries
and businesses, and to promote and encourage the establishing and
locating of new industries and businesses in Cecil County and other
matters intended to foster and develop gainful employment and the
pursuit of happiness of all who are now or may hereafter be resi-
dents of Cecil County.

(b)   The Commission shall consist of not fewer than nine nor more
than fifteen members, who shall be appointed by the Board of County
Commissioners. The members shall represent a cross-section of the
economic composition of Cecil County and shall be selected because
of their known experience and interest in the development of Cecil
County. Those organizations representing the same categoric inter-
est shall jointly send to the County Commissioners a list of not less
than two nor more than three names of persons duly qualified and
interested in serving on the Commission.

(c)   The members of the Commission shall serve for two years
from the effective date of their appointment and are eligible for
reappointment. They shall serve without compensation but shall be
reimbursed for necessary travel and other expenses incurred in the
performance of their duties. The Commission shall select from its
own membership a chairman, vice-chairman, and a secretary-treas-
urer to serve a term of one year and to be eligible for re-election,
provided that no one person shall hold the position of chairman for
more than three consecutive terms. Upon the death, disability, resig-
nation, or removal of any member of the Commission, the County
Commissioners shall appoint a person representing the same cate-
goric interest to serve for the unexpired term. The Commission has
the power to establish and appoint advisory groups and committees
to assist in its program of activity of which membership is not
restricted solely to members of the Commission.

(d)   The Commission shall meet monthly and shall hold special
meetings at the call of the chairman or of any three members of the
Commission. The Commission shall adopt such rules and regulations
as it may deem necessary to govern its procedure and business.
Seven members shall constitute a quorum. The Commission shall
submit to the Board of County Commissioners of Cecil County an
annual operating budget for the fiscal year for the approval of the
County Commissioners, and the County Commissioners shall provide
such funds as they may approve. The Commission is empowered to
employ such employees as its business may require within the limits
of its appropriation, provided that any newly created position or
positions and salary pertinent thereto receive the approval of the
County Commissioners. This provision requires that the title of the
position or positions to be created be subject to the County Commis-
sioners' approval, with the actual appointment of a person or per-
sons to be within the powers of the Economic Development Com-
mission.

(e)  Annual reports shall be made and filed with the Board of
County Commissioners of Cecil County and made available to the
public. The annual report shall include subjects and recommenda-
