408                             LAWS OF MARYLAND                      [CH. 229

THE VOTING MACHINES AND THE BOARD OF COUNTY COM-
MISSIONERS SHALL DEFRAY ANY EXPENSE RESULTING
FROM THE SUBMISSION OF THIS QUESTION TO THE
VOTERS OF CARROLL COUNTY. THE BALLOTS OR THE
VOTING MACHINE BALLOT LABELS SHALL CONTAIN THE
QUESTION "FOR ENFORCEMENT OF DISCRIMINATION
LAWS" AND "AGAINST ENFORCEMENT OF DISCRIMINA-
TION LAWS" WITH SUITABLE PROVISION MADE FOR EACH
VOTER TO EXPRESS HIS PREFERENCE FOR OR AGAINST
THIS QUESTION. IF A MAJORITY OF THOSE VOTING ON
THE QUESTION AT THE REFERENDUM ELECTION VOTE
"FOR ENFORCEMENT OF DISCRIMINATION LAWS" THIS
ACT BECOMES EFFECTIVE IN CARROLL COUNTY AT THE
TIME OF THE OFFICIAL CANVASS OF VOTES. IF A MAJOR-
ITY OF THE PERSONS VOTING ON THIS QUESTION VOTE
"AGAINST ENFORCEMENT OF DISCRIMINATION LAWS,"
THIS ACT HAS NO APPLICATION OR EFFECT WITHIN THE
LIMITS OF CARROLL COUNTY.

SEC. 3. AND BE IT FURTHER ENACTED, THAT IF ANY
WORD, CLAUSE, SECTION OR PROVISION OF THIS ACT IS
HELD TO BE INVALID OR UNCONSTITUTIONAL, SUCH IN-
VALIDITY OR UNCONSTITUTIONALITY SHALL NOT BE CON-
STRUED TO RENDER INVALID OR UNCONSTITUTIONAL
ANY OTHER WORD, CLAUSE, SECTION OR PROVISION
THEREOF; AND FOR THIS PURPOSE THE PROVISIONS OF
THIS ACT ARE DECLARED TO BE SEVERABLE.

Sec. 2 4. And be it further enacted, That (EXCEPT IN CARROLL
COUNTY WHERE IT IS SUBJECT TO THE PROVISIONS OF
SECTION 2 HEREOF) this Act shall take effect June 1, 1963.

CHAPTER 229
(House Bill 152)

AN ACT to add a new Section 63A (e) to the Code of Public Local
Laws of Allegany County (1955 Edition, being Article 1 of the
Code of Public Local Laws of Maryland), title "Allegany County,"
subtitle "Classified Service," to follow immediately after Section
63A (d) as enacted by Chapter 128 of the Acts of 1961, adding to
the Classified Service in Allegany County two substitute registrars
in the office of the Board of Supervisors of Elections of Allegany
County and providing for their compensation and for the manner
of their inclusion in the Classified Service.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 63A (e) be and it is hereby added to the Code of
Public Local Laws of Allegany County (1955 Edition, being Article 1
of the Code of Public Local Laws of Maryland), title "Allegany
County," subtitle "Classified Service," to follow immediately after
Section 63A (d) as enacted by Chapter 128 of the Acts of 1961, and
to read as follows:
