By the President: Senate Bill No. 623, entitled "An Act to
amend Article 13, Section 9 of Bagby's Code, title 'Bills Of
Exchange and Promissory Notes, ' sub-title 'Legal Holidays, '

making January 19? 'Robert Edward Lee's Birthday, ' a legal
holiday. " [Which was read the first time and referred to the
Committee on Judicial Proceedings. ]

By Mr. Bomberger: Senate Bill No. 624,. entitled "An Act
to declare the sanction and consent of the General Assembly
of Maryland to the bequest contained in the last will and
testament of William Shull, late of Washington county, de-
ceased, to St. Paul's Lutheran Church of Greensburg, Mary-
land. " [Which was read the first time and referred to the
Committee on Judicial Proceedings. ]

By Mr. Bomberger: Senate Bill No. 625, entitled "An Act
to declare the sanction and consent of the General Assembly
of Maryland to the bequest contained in the last will and
testament of Frisby Doub late of Washington county, de-
ceased, to St. Peter's Evangelical Lutheran Church of Keedys-
ville, Washington county, Maryland. " [Which was read the
first time and referred to the Committee on Judicial Pro-
ceedings. ]

By the President: Senate Bill No. 626, entitled "An Act to
return to the Standard Brewery Company of Baltimore city
a franchise tax inadvertently paid into the Treasury of the
State of Maryland. " [Which was read the fir si time and
referred to the Committee on Finance. ]

Mr. Ogden, speaking on a point of Personal Privilege, de-
livered the following address:

MR. PRESIDENT:

Among my duties as chairman of the Committee on Judi-
cial Proceedings, with all its multiplicity of details, it be-
