SUBJECT: FROSTBURG—ALLEGANY COUNTY.

Having been returned by the Governor, Mr. Zihlman moved
that the vote be reconsidered, by which said Bill was passed
and Bill placed back upon its third reading and final passage,
which motion prevailed by yeas and nays as follows:

Amendment proposed by Mr. Zihlman: "In Section 3 of the
Bill, strike out all that follows the word 'enacted7 and insert
in lieu thereof the following: 'That this Act is an emergency
law and necessary for the immediate preservation of the
public health and safety, and having been passed by yea and
nay vote, supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage. '" [Which
amendment was read and adopted. ]

Which was read the third time and passed, as amended, by
