Also House Bill No. 167, entitled "An Act to give to the
' Cumberland Valley Railroad Company, formerly called the
Franklin Railroad Company, the right and power to locate,
construct and operate, in conjunction with and in addition
to its present railroad, a cut-off or lateral railroad, with a
single or double track with such side tracks, turnouts, yards,
offices, depots and other appurtenances or works, as it may
deem necessary, from any point on its main line in Washing-
ton county, Maryland, to a point on its main line at or near
the Potomac River at Powell's Bend in said county, and also
to give the said railroad company the same rights and powers
that railroad companies incorporated under the General Cor-
poration Laws of this State have to locate and construct and
