14 in Dorchester County.
69.
(d-1) In Garrett County, in addition to any other provisions of
this Article, the license of any person shall be revoked for any of
the following grounds: (1) Sale of alcoholic beverages to a minor,
(2) Possession on the licensed premises by any person of any al-
coholic beverages LIQUOR OR WINES not purchased from the
Garrett County Liquor Control Board, (8) Sale of alcoholic beverages
on Sunday. The decision of the Board in such cases shall be conclusive.
161.
(a-1) In Garrett County the county liquor dispensaries may be
established and maintained in Grantsville (District No. 3) and in
Oakland (either District No. 7 or District No. 14). The dispensaries
are authorized to make Class A or "Off-Sales" of beer, wine and
liquor. All liquor and wines sold by Class B, C, and D AND C (on
sale) beer, wine and liquor licensees must be purchased from a Garrett
County liquor dispensary, and each bottle must be stamped or
otherwise designated "on sale only" by a Garrett County liquor
dispensary. Any licensee having wine or liquor in his possession on
the licensed premises which is not purchased from and stamped or
otherwise designated "on sale only" by a Garrett County liquor
dispensary shall suffer a revocation of his license for the sale of
beer, wine and liquor.
164.
(a-1) In Garrett County the books and accounts of the dispensary
and of the liquor control board shall be audited at the same time as
the books and accounts of the Board of County Commissioners.
165.
(b-1) In Garrett County all net profits arising from the oper-
ation of the dispensaries shall be first applied towards the pay-
ment of any and all sums advanced to or borrowed by the liquor
control board. After such sums have been paid, the said board shall
be authorized to create and maintain a reserve fund not to exceed
$50,000.00 including the total inventory of stock and supplies on
hand, to provide adequate working capital and to meet any losses that
may be sustained by the Board in the operation of the dispensaries,
all net profits in excess of the above shall belong to and be paid over
to the County Commissioners of Garrett County at such times as
the Garrett County liquor control board shall, in their discretion,
deem appropriate, but all accumulated profits, if any, must be paid
to said County Commissioners on February 1 and September 1 of
every year.
159.
(c) The members of the respective boards shall be appointed by
the Governor with the advice and consent of the Senate. Provided,
that in Somerset County they shall be appointed by the Governor.
In Harford County they shall be appointed by the Board of County
Commissioners. In Caroline County the County Commissioner shall
be ex officio the members of the liquor control board. In Garrett
