if needed, and to evidence such borrowing, as well as the borrowing
authorized by said Chapter 905, by the issuance and sale of its bonds
in such manner and upon such terms as said County Commissioners
may decide upon and to pay the principal thereof and the interest thereon
by the levy of ad valorem taxes in Washington County in rate and amount
sufficient for the purpose. "

Senator Delia, for the Rules Committee, recommended House Bill
No. 19 be re-referred to the Judicial Proceedings Committee.

House Bill No. 20—By The Anne Arundel County Delegation:

A Bill entitled "An Act to repeal Sections 8-1 to 8-18, inclusive,
of the Code of Public Local Laws of Anne Arundel County (1957 Edition,
being Article 2 of the Code of Public Local Laws of Maryland), title
'Anne Arundel County', sub-title 'Chapter 8. Electrical Installations',
and to enact new Sections 8-1 to 8-34, inclusive, in lieu thereof, to stand
in the place of the sections repealed, to revise the laws licensing and
regulating electricians in Anne Arundel County, to establish a Board
of Electrical Examiners and Supervisors for the county, and to provide
its powers and duties, and relating to electricians in Anne Arundel
County. "

Senator Delia, for the Rules Committee, recommended House Bill
No. 20 be re-referred to the Finance Committee.

House Bill No. 21—By The Anne Arundel County Delegation:

A Bill entitled "An Act to repeal Chapter 896 of the Acts of the
General Assembly of 1961, which Act authorized and empowered the
County Commissioners! of Anne Arundel County to borrow not ex-
ceeding Two Hundred Thousand Dollars ($200, 000) to finance the ac-
quisition of a site for a library building and the construction and equip-
ping of said library building in Anne Arundel County; and to authorize
and empower the County Commissioners of Anne Arundel County to
borrow not exceeding Three Hundred Eighty-two Thousand Dollars ($382, -
000) in order to finance the acquisition of a site for >a library building
and the construction and equipping of said library building in Anne
Arundel County; to effect such borrowing by the issuance and sale to
the highest bidder or bidders at public sale of its general obligation,
serial maturity coupon bonds in like par amount; empowering said County
to fix and determine by resolution, the form, tenor, interest rate or method
of arriving at the same terms, including redemption and registration,
provisions, conditions, maturities and all other details incident or neces-
sary to the issuance, public sale and delivery of said bonds, without
reference to any other law heretofore enacted; prescribing the method
and manner of selling said bonds at public sale; empowering said
County, subject to certain limitations, to sell said bonds at, above or
below the par value thereof; empowering said County to refund any
of said bonds purchased or redeemed in advance of maturity; empowering
and directing said County to apply to the payment of principal and
interest of said bonds and said refunding bonds any funds received from
the State of Maryland and the United States of America, which may
be properly allocable to said purpose; and empowering and directing
said County to contract to levy and to levy, impose and collect annually
ad valorem taxes which, in addition to the State and Federal allotments,
if ^any, will provide funds sufficient for the payment of said maturing
principal and interest; exempting said bonds and said refunding bonds
