on benefited property within the Patapsco Drainage Area and to levy
a special ad valorem tax within the Patapsco Drainage Area, the pro-
ceeds of such drainage system assessment and special ad valorem tax
to foe together the primary source for the payment of the principal of
and interest on bonds issued pursuant to said Chapter; empowering and
directing said County Commissioners to contract to levy and to levy,
impose and collect annually ad valorem taxes on all the assessable prop-
erty within Anne Arundel County which, in addition to the State and
Federal allotments, if any, the drainage system assessments and the
special ad valorem taxes, will provide funds (sufficient for the payment
of said maturing principal and interest; exempting said bonds and said
refunding bonds and the interest thereon from all State, county and
municipal taxation in the State of Maryland; authorizing the County
Commissioners to reimburse, from proceeds of the sale of bonds, the
general funds and surplus funds of Anne Arundel County for any monies
advanced in connection with the planning and design of storm water
or surface water drainage systems within the Patapsco Drainage Area
and relating generally to the planning, design, financing and construc-
tion of storm water and surface water drainage systems in Anne Arundel
County. "

Senator Delia, for the Rules Committee, recommended House Bill
No. 13 be re-referred to the Finance Committee.

House Bill No. 15—By The Somerset County Delegation:

A Bill entitled "An Act to add new Section 48B to Article 20 of
the Code of Public Local Laws of Maryland, (1930 Edition), title 'Somerset
County, ' sub-title 'County Commissioners, ' to follow immediately after
Section 48A thereof, which section was last amended by Chapter 527 of
the Acts of 1959, to provide for annual payments by the County Com-
missioners of Somerset County to the Edward W. McCready Memorial
Hospital for the cost of medical care at the hospital for indigent persons^
and relating generally to such payments. "

Senator Delia, for the Rules Committee, recommended House Bill
No. 15 be re-referred to the Finance Committee.

House Bill No. 18—By The Montgomery County Delegation:

A Bill entitled "An Act to repeal and re-enact, with amendments,
sub-section (d) of Section 98, and sub-section (g) of Section 119 of
Article 52, title 'Justices of the Peace', sub-title Trial Magistrates
System, ' of the Annotated Code of Maryland (1957 Edition), to provide
for the appointment of an additional substitute judge for the People's
Court for Montgomery County. "

Senator Delia, for the Rules Committee, recommended House Bill
No. 18 be re-referred to the Judicial Proceedings Committee.

House Bill No. 19—By the Washington County Delegation:

A Bill entitled "An Act to add an additional section to Chapter 905
of the Laws of Maryland of 1961 relating to the construction of new
office facilities by the County Commissioners of Washington County
and the borrowing of $1, 000, 000 therefor, said additional section amend-
ing said Chapter 905 so as to authorize the County Commissioners of
Washington County to borrow an additional $200, 000 for said purpose,
