necessary to carry out its duties under this sub-title, but not to
exceed fifty thousand dollars ($50,000.00) in the aggregate at any
one time, and to issue its notes or certificates of indebtedness as
evidence of said loan or loans. Said money, when borrowed shall
be paid into and out of and accounted for along with other regular
road funds.

380A. The County Commissioners of Somerset County are hereby
authorized and directed, in their discretion, to create surpluses from
time to time out of revenues received, not exceeding the sum of
one hundred and fifty thousand dollars ($150,000.00) in the aggre-
gate at any one time, for use from time to time as the Commissioners
shall determine in supplementing the budgeted expenditures esti-
mated for the current year in carrying out the roads program of the
County.

380B. The County Commissioners of Somerset County are hereby
authorized and empowered from time to time in their discretion to
invest in United States Government Securities or to deposit in guar-
anteed savings accounts unexpended revenues received from taxation,
bond sales, lawful distribution to it of funds from other governmental
agencies or any other funds properly received by it until it deter-
mines that funds are needed for proper public purposes.

380C. The power and authority conferred upon the County Com-
missioners of Somerset County, Maryland, under Chapter 472 of the
Acts of the General Assembly of Maryland of 1949, upon the taking
over of the roads of Somerset County from the State Roads Com-
mission, shall vest in the County Roads Board.

380D. Anything in this Act or in law to the contrary notwith-
standing, the County Roads Board shall have full power and authority
in every respect over the public county roads, bridges (except private
toll bridges), drains, water courses, public landings, culverts, curb-
ing and guttering in the County, including the power of condemna-
tion now or hereafter available to the County Commissioners of
Somerset County, Maryland, under any public general or public local
laws, including the power to make all rules and regulations neces-
sary to carry out the provisions of this sub-title, to make contracts,
to deal with employees, to purchase and use all necessary buildings,
land and equipment, and to pass ordinances after reasonable public
advertisement of them and public hearing thereon, setting up enforce-
ment and penal provisions for violations of the rules and regulations
and ordinances of said Board relating to the use of any such roads,
bridges, drains, water courses, public landings, culverts, curbs and
gutters.

380E. If any provision of this sub-title or the application thereof
to any person or circumstances is held invalid, such invalidity shall
not affect the other provisions or any other application of this sub-
title which can be given effect without the invalid provision or appli-
cation, and to this end the provisions of this sub-title are hereby
declared to be severable.

Sec. 2. And be it further enacted as aforesaid, That this Act shall
take effect June 1, 1959.
