ing sanitary districts by the Harford County Metropolitan Com-
mission, with the approval of the County Commissioners, and
relating generally to the construction of sanitary facilities.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 407A be and it is hereby added to the Code of
Public Local Laws of Harford County (1957 Edition, being Article
13 of the Public Local Laws of Maryland), title "Harford County",
sub-title "Metropolitan Commission", to follow immediately after
Section 407 thereof and to read as follows:

407A. The Metropolitan Commission is authorized to adopt a
resolution dividing Harford County into sanitary districts. In order
to develop an appropriate plan for the creation of sanitary districts
in Harford County, the Metropolitan Commission may be empowered
by the County Commissioners to retain such requisite expert engi-
neering services as may be necessary, who shall be paid by the County
Commissioners from general funds of the county. The resolution
adopted by the Metropolitan Commission shall refer to a map of
Harford County upon which the proposed sanitary district lines shall
be clearly shown. Before the resolution shall be legally effective, it
shall be approved by the County Commissioners after public hearing,
and a copy of the resolution and plat shall be recorded among the
Land Records of Harford County. The sanitary district lines of any
district, including those in existence at the time of the official adop-
tion of such resolution, may be changed by appropriate resolution
referring to a requisite plat, with approval by the County Commis-
sioners after public hearing, and recordation among the Land Rec-
ords of Harford County; provided that no outstanding bonds shall
in any manner be affected by such amendments. After the exercise
of the powers granted by this section by a comprehensive division of
Harford County into sanitary districts, no new sanitary districts
shall be created under the provisions of Section 407 of the Harford
County Code (1957 Edition). For the purpose of assisting the con-
struction of needed sanitary facilities, the County Commissioners of
Harford County may advance funds to defray preliminary expenses
or initial construction costs for any project approved as financially
feasible under the provisions of Section 408 of this sub-title, pro-
vided that such advance of funds shall be repaid from the sale of the
first bonds issued to finance such project. The County Commissioners
may make temporary emergency loans to the Metropolitan Commis-
sion under appropriate agreements for repayment.

Sec. 2. Be it enacted by the General Assembly of Maryland,
That Sub-section (a) of Section 408 of the Public Local Laws of
Harford County (1957 Edition, being Article 13 of the Public Local
Laws of Maryland), title "Harford County", sub-title "Metropolitan
Commission", be and the same is hereby repealed and re-enacted,
with amendments, to read as follows:

408. Same; surveys, notice; petition.

(a) The Commission [shall] may cause surveys, plans, specifica-
tions and estimates to be made for water supply, sewerage and drain-
age systems in those portions of Harford County in which the Com-
mission exercises authority, and [shall] may divide each sanitary
district into water, sewerage and drainage districts in such way as
shall, in its judgment, best serve the needs of the various communi-
ties, and shall promote convenience and economy of installation and
