Chapter 810 of the Acts of 1957, title "Anne Arundel County",
sub-title "Fire Companies", excepting the City of Annapolis from
the annual tax on real and personal property which will provide
for an Anne Arundel County Fireman Training Facility and Cen-
tral Alarm System and excepting the City of Annapolis from re-
ceiving any benefits therefrom, and relating generally to fire pro-
tection in Anne Arundel County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 328A of the Code of Public Local Laws of Anne Arundel
County (1947 Edition, being Article 2 of the Code of Public Local
Laws of Maryland) as enacted by Chapter 810 of the Acts of 1957,
title "Anne Arundel County", sub-title "Fire Companies", be and
it is hereby repealed and re-enacted to read as follows:
328A.
(a) The County Commissioners of Anne Arundel County are here-
by authorized and directed to levy annually a tax equal to one-half
cent (.005) on every $100.00 of the assessed value of all real or
personal property in Anne Arundel County except in the City of
Annapolis for the purpose of providing, constructing and main-
taining adequate training facilities and central alarm system for
the Volunteer Firemen within the County; the assessed value of the
property aforesaid to be as of January 1st of each year.
(b) The County Commissioners shall establish a separate account
to be known as "The Firemen's Training Facility Account". The
tax provided for in Sub-section (a) of this section shall be collected
and accumulated from time to time in said account and shall be used
only for the purposes provided for in this section.
(c) (Firemen's Training Tax Committee.)
(1) There shall be a committee to be known as the "Fireman's
Training Tax Committee", consisting of seven members, one of
which will be the Anne Arundel County Business Manager, one mem-
ber of the Board of County Commissioners, one member to be ap-
pointed by the Board of County Commissioners but not a citizen of
the City of Annapolis and four from the Anne Arundel Volunteer
Firemen's Association, Inc., to be selected by the Association, subject
to the approval of the County Commissioners; [and one to be
selected by the fire marshal of Annapolis, subject to the approval of
the Mayor and City Council of Annapolis.] of the members repre-
senting the Anne Arundel Volunteer Firemen's Association, Inc.,
first selected one shall serve a term of office for one year, one for
two years, one for three years, and one for four years, as designated
by the Association and the member appointed by the Board of Coun-
ty Commissioners [and the member representing the City of An-
napolis] shall serve a term of five years. Thereafter a vacancy
from the Anne Arundel County Firemen's Association, Inc. [or
from the City of Annapolis] or by the member appointed by the
Board of County Commissioners shall be filled for a term of five
years. Vacancies occurring from other than normal tenure of office
shall be filled only for the unexpired term of the committee member.
(2) This committee is hereby authorized to approve vouchers, for
