(House Joint Resolution 6)

House Joint Resolution requesting the Legislative Council to appoint
a special committee to study the system of scholarships to colleges
in the State of Maryland.

Whereas, the General Assembly of Maryland from time to time
has set up particular scholarship programs providing the machinery
and opportunity for qualified residents of the State to attend colleges
therein; and

Whereas, in principle, and in fact, such scholarship awards as-
sist greatly in satisfying the continuing necessity for adequately
trained young men and women to take their place in community
and State affairs; nonetheless, it has become increasingly apparent
that our disconnected and discontinuous system of such scholar-
ships needs to be examined in its entirety, to the end that an appro-
priate philosophy, balance and proportion be achieved therein; and

Whereas, in addition, because of a frequent lack of detailed in-
formation regarding the scope of these particular scholarship pro-
grams, it is difficult to determine, at any given time or in any given
case what scholarship opportunity is then available; and

Whereas, a special committee appointed to study the currently
uncoordinated system of scholarships in the State and to examine
and report thereupon with recommendations as to the possible col-
lation, revision, overhaul or updating of the same would contribute
much toward assuring that maximum benefit and usefulness might
be derived therefrom, both by the State and by recipients of awards
thereunder in time to come; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legisla-
tive Council is requested to appoint a special committee to study the
system of scholarships to colleges in the State of Maryland and in
keeping with the tenor and spirit of the within resolution to report
back to the said General Assembly at its next session upon the same,
together with its findings and recommendations.

(House Joint Resolution 12)

House Joint Resolution requesting the Department of the Interior
to extend the open season on migratory game birds.

Whereas, the waterfowl hunters of Maryland have lost several
weeks of the established open season in 1957-58 and 1958-59 due to
ice conditions; and
