PROVED PROPERTY, THE REAL ESTATE TAXES DUE
THEREON SHALL BE APPORTIONED AS OF THE DATE THE
STATE ROADS COMMISSION TAKES POSSESSION OR HAS
THE RIGHT TO TAKE POSSESSION OR UPON THE ACTUAL
TRANSFER OF TITLE TO THE PROPERTY TO THE STATE
ROADS COMMISSION, WHICHEVER OCCURS FIRST, AND
THE STATE ROADS COMMISSION IS AUTHORIZED TO PAY
ITS PROPORTIONATE SHARE OF THE SAID REAL ESTATE
TAXES DUE ON SAID PROPERTY.
Sec. 2. 3. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 465
(Senate Bill 332)
AN ACT to add eight new sections to Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick County",
said new sections to be known as 89B to 89-I, inclusive, under the
new sub-title "Classified Service", and to follow immediately after
Section 89A thereof, said section having been added by Chapter
316 of the Acts of 1937, creating a Classified Service for certain
employees of Frederick County and generally prescribing and
authorizing adoption of rules and regulations therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That eight new sections be and they are hereby added to Article 11
of the Code of Public Local Laws of Maryland (1930 Edition), title
"Frederick County", said new sections to be known as 89B to 89-1,
inclusive, under the new sub-title "Classified Service", and to follow
immediately after Section 89A thereof, said section having been
added by Chapter 316 of the Acts of 1937, and all to read as follows:
89B. It is the intention of this Act to create a Classified System
of employment in Frederick County for the office of Register of
Wills, the office of the Clerk of the Circuit Court and the office of
the County Treasurer and to utilize the facilities of the State Employ-
ment Commission STATE COMMISSIONER OF PERSONNEL for
economy of operation, to authorize the establishment of classifica-
tions, salary schedules and working conditions that are, insofar as
applicable, the same as are provided for employees under the State
Merit System, to the end that competent persons shall be attracted
to employment in the County government and that uniform working
conditions and protected tenure during competent service will result
in more efficient operation of the County's business.

Board" shall consist of the Clerk of Court, the Register of Wills and
