(z) Substitute Supervisors. Each substitute Supervisor shall re-
ceive a per diem compensation for each day he actually serves as such,
in an amount as shall be set from time to time by the County Com-
missioners or County Councils of the county or the Mayor and City
Council of Baltimore, as the case may be, except that such com-
pensation shall not be less than ten dollars ($10.00) per day.
4. Payment of Salaries and Expenses. All salaries, wages, pay-
ments and any other expenses lawfully incurred by the Board of
Supervisors of Elections of any county, or of the City of Baltimore,
as the case may be, shall be paid by the County Commissioners or
County Council of the county or the Mayor and City Council of Bal-
timore, respectively. The salaries of the members of the several
Boards of Supervisors shall be paid in such instalments as may be
prescribed by the respective County Commissioners or County Coun-
cils, or by the Mayor and City Council of Baltimore; and the mem-
bers of the said Boards shall receive no other fees or compensation,
except as provided in this Article. The total amount of compensation
paid by or for any Board shall not exceed in any one year the total
amount appropriated for the use of the said Board of Supervisors of
Elections.
5. Appointment of Employees. (a) Appointment of Attorney. The
Boards of Supervisors of Elections of the several counties shall
have power to appoint a practicing attorney of the Bar of their re-
spective sub-division at a salary not to exceed the salary of the Super-
visors of the said Board.
(b) Appointment of Assistants. The Boards of Supervisors of
Elections of the several counties shall have power to appoint and to
remove clerks, registrars, voting machine custodians and deputy cus-
todians, stenographers, and other employees, including temporary
assistants, and to prescribe their duties and fix their rank and com-
pensation except as provided elsewhere in this Article.
