Dec. Ses. 1821.

stock or the proceeds thereof, to apply towards the improvement
of the navigation of the River Susquehannah, so as to make the
navigation of the said river as safe, convenient and easy as may be
found practicable.

Vacancies.

3. And be it enacted, That the said commissioners or a may be
jority of them, be, and they are hereby authorised and empowered
to expend said money for the objects above stated, in such manner
as they may deem most advantageous, and that they have power to
fill up any vacancy which may happen in said board of commission-
ers, by death, resignation or removal out of Baltimore county.

Accounts to be
rendered.

4. BE it enacted, That said commissioners shall render an
account of their proceedings in improving the navigation of said
river, and expending and applying said stock, or the proceeds there-
of, to the mayor and city council of Baltimore, whenever thereto,
required.

When to take
effect.

5. Be it enacted, That this act shall take effect, and go into ope-
ration, so soon as the mayor and city council shall transmit to the
governor and council their formal assent thereto, otherwise to be
of no force or value whatever.

CHAPTER 52.

' An act for the relief of Thomas Henry and his wife, of Montgomery
county.
Sec. 1. Be it enacted By the General Assembly of Maryland,
1 That the justices of the Levy Court of Montgomery county, be,
and they are hereby authorised and directed to levy annually such
sum of money as they shall see cause, not exceeding fifty dollars, on
the assessable property of said county, for the use and maintenance
of Thomas Henry and his wife, so long as they in the opinion of the
justices of the said Levy Court shall remain in indigent circum-
stances, and unable to support themselves.

To be paid o-
ver.

2. And be it enacted, That it shall be the duty of the collec-
tor of said county, to collect and pay annually the same to the said
Thomas Henry, or his order, or in the event of his death, to his
said wife or her order.

CHAPTER 53.

An act for the benefit of Henry Lewis, of Washington county.
Whereas, It has been represented to this general assembly, by
the petition of Henry Lewis, that he has been unfortunately involv-
ed in difficulties, so that he is unable to pay his debts, and that he
is also unable from peculiar circumstances, to procure the assent of
two thirds of his creditors—Therefore,

Benefit of in-
solvent laws
extended.

Be it enacted By the General Assembly of Maryland, That
the judges of Washington county court, be, and they are hereby au-
thorised and empowered, to extend to Henry Lewis, of Washington
county, the benefit and relief of the act of assembly, passed at No-
vember session eighteen hundred and five, entitled, An act for the

Proviso.

relief of sundry insolvent debtors, and the supplementary acts there-
to; Provided, The said Henry Lewis, shall procure the assent ac-
cording to law, of two thirds in value of his creditors, exclusive of
the debts due from him to persons residing out of the state of Ma-
ryland; And provided also, The said Henry Lewis shall comply
with all the other necessary requisites of said act.
