way affecting Article 72 of the Code of Public General Laws
of Maryland, title "Oysters", or in any manner amending or
adding to said Article, as said Article existed before the pas-
sage of this Act, or in any way inconsistent with this Act,
shall in no wise be affected by the passage of this Act, but all
such laws shall have the same force and effect as if this Act
had not been passed.

SEC. 4. And be it further enacted, That if any clause, sen-
tence, paragraph or section of this Article shall, for any rea-
son, be adjudged by any court of competent jurisdiction to be
unconstitutional and invalid, such judgment shall not affect,
impair or invalidate the remainder thereof, but shall be con-
fined in its operation to the clause, sentence, paragraph or
section thereof so found unconstitutional and invalid.

SEC. 5. And be it further enacted. That all laws or parts of
laws, General or Local, pertaining to oysters and clams, en-
acted prior to the session of the General Assembly of Maryland
in the year 1945, be and the same are hereby repealed.

SEC. 6. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 930.

(House Bill 108)

AN ACT to repeal and re-enact, with amendments, Section 16
of Article 64A of the Annotated Code of Maryland (1943
Supplement), title "Merit System", excluding the faculties
of the University of Maryland, the State Teachers' Colleges
and Morgan State College from the pay plans and jurisdic-
tion of the State Employees' Standard Salary Board.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 16 of Article 64A of the Annotated Code of
Maryland (1943 Supplement), title "Merit System", be and it
is hereby repealed and re-enacted, with amendments, to read
as follows:

16. After consultation with appointing authorities, the
State Employees Standard Salary Board shall prepare and
recommend to the Governor a pay plan for all classes of posi-
