"For Water and Sewer Extension Bonds, '' with a blank
square opposite a, t the right of said words and immediately
thereunder shall be the following words:

''Against Water and Sewer Extension Bonds, " with a blank
square opposite at the right of said words.

And in event that said election shall be held at the same
time that the regular town election is held, said words and
blank squares shall be printed on the regular ballot for said
election, and the officials in charge of said regular election shall
act as officials of this election and said votes shall be canvassed
at the same time and in the same manner as are the votes for
the regular election.

And in event that said election shall be held at some other
time than a regular election, then the Mayor and Council shall
appoint the necessary officers to conduct said election and said
election and the count and canvass of said ballots shall be con-
ducted as provided in the town charter for all general town
elections.

And in event that said election shall be held at some time
other than a regular election the poll books showing the regis-
tered voters of said town last registered shall be used.

And in event that at such election the majority of votes cast
for and against the issuing of said bonds shall be in favor of
issuing said bonds, then this Act shall be in full force and
effect, but in event that the majority of votes so cast shall be
against the issuing of said bonds then the Mayor and Com-
mon Council may submit the same question in the same man-
ner and under this Act to the qualified voters of said town
at the general town election, held in said town in May, 1923,
in the same method and manner as hereinbefore provided and
if a majority of the votes cast upon said question shall be
''For Water and Sewer Extension Bonds, " then the Mayor
and Common Council may proceed at any time to execute the
powers vested in it by the provisions of this Act, but if a
majority of the votes cast upon said question shall be ''Against
Water and Sewer Extension Bonds. " then this Act shall be
void and of no effect.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be au emergency law, necessary for the preserva-
tion of the public health and safety, and being passed upon a
yea and nay vote, supported by three-fifths of all the members
