1374 LAWS OF MARYLAND. [CH. 678

The council or commission, as the case may be, shall issue
subpoenas for such witnesses as appellant may designate, which
shall be signed by the Mayor or Chairman, as the case may be.
Such commission shall make annual report to the council and
it may require a special report from such commission at any
time. Such commission may prescribe such rules and regula-
tions for the proper conduct of its business as shall be found
advisable.

(d) No person shall be employed in any capacity in the
Fire or Police Department unless he is a citizen of the United
States and has been a resident of the city more than one year
and is of good moral character and can read and write the
English Language, and is not addicted to the use of intoxicat-
ing liquors as a beverage.

(e) The provisions of this section shall apply to all em-
ployes of the city in the Police and Fire Departments.

(f) The Chief of Police shall attend upon the Court which
may be designated by law for the trial of offenses arising
under this Act, under any ordinance, rule or regulation en-
acted by the Mayor or City Council pursuant to the City
Charter, and shall promptly and faithfully execute all writs
and processes issuing from said Court. He shall be the Chief
Police Officer of said city, and shall have like power with the
sheriff of the county to execute the writ of search warrant.
He shall be active in quelling riot, disorders and disturbances
of the peace within the limits of said city, and shall take into
custody all persons so offending against the public peace, and
shall have the authority to take suitable and sufficient bail for
the appearance before said court of any person charged, with
an offense within the jurisdiction of said court; and it shall
be his duty to arrest all persons who shall obstruct or interfere
with him in the execution of the duties of his office or who
shall be guilty of disorderly conduct or any disturbance what-
ever. He shall give such bond for the faithful performance
of his duty, and perform such other duties and possess such
other powers, rights and authority, in addition to those herein
provided, as the Mayor and City Council may require and con-
fer upon him, not inconsistent with the Constitution and laws
of this State, and the provisions of this Act. In the case of
absence, sickness or inability to act of the Chief of Police, the
said Police and Fire Commissioner shall have the power, and
it shall be his duty to designate some other member of said
Police Department as Acting Chief of Police during the period
of such absence, sickness or inability of said Chief of Police.
