schools; and provided further that nothing in this Act shall
be construed to repeal the annual appropriation of fifteen
hundred dollars (f 1,500) for the maintenance of Manual Train-
ing in Charles County payable to the Trustees of the McDon-
ough Institute.

CHAPTER 210.

AN ACT to repeal and re-enact with amendments Sections 139,
140, 141 and 143 of Article 77 of the Code of Public General
Laws of Maryland of 1904, title "Public Education," sub-
title "Manual Training Schools in the Counties," designed
to extend industrial work in the colored schools of such
counties as receive appropriations for same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 139, 140, 141 and 143 of Article 77 of the
Code of Public General Laws of Maryland of 1904, title "Edu-
cation," sub-title "Manual Training Schools in the Counties,"
be and the same are hereby repealed and re-enacted to read as
follows:

139. It shall be the duty of Board of County School Com-
missioners of each county in this State, whenever a suitable
building or room, or rooms, connected with one of the colored
schools of'said county shall be provided by the county, to ac-
cept the same, if, in the judgment of the Board of County
School Commissioners, there is any necessity therefor, and
thereafter to provide for the maintenance of such colored in-
dustrial school or schools where instruction shall be given
daily in domestic science and such industrial arts as may be
outlined by the County School Board, and a part of the ap-
propriation—about one-half—to be hereinafter provided, shall
be used for maintaining such a department or school.

140. Whenever any such colored industrial school is opened
in any county the president and secretary of the Board of
County School Commissioners of said county shall report the
fact to the secretary of the State Board of Education, and the
State Board of Education shall, without delay, proceed to ap-
point a proper person, well qualified for such inspection, to-
visit the said school and give a certificate of approval of its
condition and the plan upon which it is conducted to the said
State Board of Education on or before the tenth of September
following the inspection; and said colored industrial school
shall be inspected annually thereafter by the State Superin-
tendent of Public Education, or by some person to be desig-
