123A. All certificates or diplomas issued to students hav-
ing completed a course of study in a high school of the coun-
ties of Maryland shall show the groups to which said high
school belongs, the course taken by the student, and the num-
ber of years of instruction given, and the graduates of any
approved high school providing a four years' course shall be
admitted without examination to the freshman class of any
college in Maryland receiving financial aid from the State.
123B. The State Board of Education shall prepare the
course of study to be used by the several groups of high schools
described in this Article, and have authority to make any by-
law for their government not at variance with the provisions
of this Article.
144. The Superintendent of Public Education shall super-
vise and inspect the work of Industrial and Agricultural
Training done in the several counties of the State under the
provisions of this Article; collect all necessary statistics per-
taining thereto, and annually, on or before the 20th day oi
August of each year, certify to the Comptroller the names of
such counties as shall have complied with the provisions of
this Article relating to such training; and upon the receipt of
said certificate from the Superintendent of Public Education,
but not otherwise, the Comptroller shall draw his warrant
upon the Treasurer payable to the order of the Treasurer of
the Board of County School Commissioners of the county so
certified as entitled to receive the same, for the full amount of
money so certified to be due to such county under the provi-
sions of this Article; and the Superintendent of Public Edu-
cation shall, on or before the 20th day of August of each year,
submit to the State Board of Education a full report of all
matters pertaining to Industrial and Agricultural training in
such counties, and attach thereto a copy of the certificate filed
by him with the Comptroller.
145. The several Boards of County School Commissioners
are hereby authorized to make Manual Training, Domestic Sci-
ence and Agriculture a part of the course of instruction in
any of the schools of their respective counties that they, in
their judgment, may think advisable, provided that said in-
struction shall conform to the course prescribed by the State
Board of Education.
SEC. 2. Be it further enacted, That all Acts or parts of
Acts inconsistent with the provisions of this Act be and the
same are hereby repealed in so far as they are at variance here-
with, provided that nothing in this Act shall be construed to
repeal the provisions of Sections 16, 17 and 18 of Chapter 275
of the Acts of 1896 applying to the Annapolis public and high
