An address to the people on the question of taxation. The voters were requested to signify their ideas on the emission of
paper money which would be circulated on loan to lessen the burden of taxation.

Henry Harford, late proprietor of Maryland, requested the state legislature to grant him retribution for the loss of his
property and revenue in Maryland which he valued at £327441. The debate and votes on the question are given together
with the conclusion that " ... the senate were unanimously of opinion, that the memorialist cannot of right ask, or this
state consistently with justice to others grant him, any compensation or retribution for the losses he states in his memorial
to have been by him sustained in consequence of the revolution and acts of our legislature ..."
