Printed in the Maryland Journal on March 28, 1786 and probably published in pamphlet form at the same time. It
contains valuable material on the leading problems before the Virginia legislature. The sentiment later reflected by the
Annapolis Convention in September, 1786 is shown in this interesting item: "We pray therefore for the day, when we shall
see a National Convention sit, composed of the best and ablest men hi the Union, a majority of whom shall be invested
with the power of altering it [i.e. the Articles of Confederation.]"

Collation unknown.
Evans describes but does not locate this work. He probably saw a newspaper notice of the Philadelphia edition in a
Maryland newspaper. Andrew Law graduated from the College of Rhode Island, now Brown University, this same year.
