An undated petition requesting the creation of a new county to be known as Paca County in honor of the governor of
that name who was in office from 1783 to 1785. The petitioners, who claimed no other motive than making attendance at
the county courts more easy, suggested that the new county be formed from the upper part of Baltimore county and the
lower part of Frederick county. When these proposed boundaries are laid out on a map they form what is now known as
Carroll County.

White announced that all accounts with the state must be settled within twelve months. He finished his work as com-
missioner for the state in 1789. An important letter containing a detailed statement of the account at that time is preserved
in the Emmet Collection at the New York Public Library. Shortly after giving up his position as commissioner he was
appointed Postmaster of Baltimore in place of Mary Katherine Goddard. See pages 14-15.
