And whereas, The State of Maryland is prohibited by the
Constitution of 1867, from lending additional aid to any
works of internal improvement, and the United States wag
foremost in commencing the work, and encouraging others
to make investments therein, and having chief control there-
of from 1828 to 1837, and ceasing thereafter to lend addition-
al aid thereto, has caused the work to languish, although aid
has been rendered to others, and less meritorious works since
that date; and believing, as we do, that it is not only the
duty, but the interest of the Government of the United States
and the Congress thereof to come forward and aid in the com-
pletion of this work, therefore

1st.—Be it resolved by the General Assembly of Maryland,
That our Senators and Representatives in the Congress of the
United States, be and they are hereby requested to urge the
necessity and importance of an appropriation to improve the
navigation of the Potomac River from Cumberland, Mary-
land) to the mouth of Savage River in the same State.

2nd.—And be it further resolved, That our Senators and
Representatives be and they are hereby requested to urge an
appropriation for the cleaning out of the Eastern Branch of
the Potomac, from the City of Washington, in the District of
Columbia, to Bladensburg, a distance of seven miles; and also
for cleaning out, dredging and deepening the channel of the
Patapsco River, from Light Street Bridge to Elk Ridge Land-
ing, near the crossing of the Baltimore and Potomac Railroad
over said river.

Which were read the first time.

Mr. Freeman, from the Select Committee, reported favor-
ably the following bills:

House bill entitled an Act to empower the County Com-
missioners of Baltimore county, to pay Wm. D. Burns of
the 4th Election District of said county, an amount of money
to pay physicians fees, and for lost time in consequence of in-
juries received whilst serving under the orders of a deputy
Sheriff in arresting and securing unruly persons.

House bill entitled an Act to repeal Section 3, of chapter
429, of the Acts of 1870, dividing the 3rd District of Balti-
more county into election precincts, and re-enacting the same
with amendments.

Which were read the second timet

Mr. Getty, from a Select Commitee, reported favorably,

Senate bill entitled an Act relating to Justices of the
Peace in and for Garrett county.
