1002 JOURNAL OF PROCEEDINGS [Apl. 20,

The following proclamation was then read by the Clerk:

STATE OF MARYLAND, ,

EXECUTIVE DEPARTMENT,

Annapolis, April 7, 1876.
PROCLAMATION.

WHEREAS, By Article 2, Section 16, of the Constitution,
the Governor is empowered to convene the Senate on "extra-
ordinary occasions;" and whereas by the provisions of "an
Act to provide for the general valuation and assessment of
property in this State," passed at the late session of the Gen-
eral Assembly, the Assessors and Boards of Control and Re-
view appointed, are required to be confirmed by the Senate;
and whereas the said Act was not presented to the Governor
for his approval until after the adjournment of the Legisla-
ture, and was not a law at the time of such adjournment, and
it is therefore necessary to convene the Senate to advise and
consent to the nomination of the several Boards of Control
and Review to he appointed by the Governor under the pro-
visions of the said Act of the General Assembly :

Now, therefore, I, JOHN LEE CARROLL, Governor of the State
of Maryland, by the authority vested in me by the Constitu-
tion, do, by this my proclamation, require the Senate of
Maryland to convene at the City of Annapolis, the seat of
government, on Thursday, the 20th day of the current
month of April.

In testimony whereof, I have hereunto set
ray hand and affixed the Great Seal of
the State of Maryland this 7th day of
April, in the year of our Lord eighteen
hundred and seventy-six.

On motion by Mr. Dennis, it was

Ordered, That a Committee of three be appointed by the
President to wait upon the Governor and inform him that
the Senate is now in session, and ready to receive any com-
munication he may have to make.

The President appointed as said Committee, Messrs. Den-
nis, Hepbron and Steiner.

The Committee appointed to wait upon His Excellency, the
Governor, appeared and reported that the Committee had
