Mr. Sams submitted the following message:
BY THE HOUSE OF DELEGATES,
January 27th, 1892.
Gentlemen of the Senate :
We have received your message proposing the ap-
pointment of a Joint Committee, to consist of one on
the part of the House and one on the part of the Sen-
ate, to procure the necessary charts from the office of
the United States Coast Survey, for the use of the
Special Committee which has been appointed to visit
the Legislature of Virginia and to confer with that
body, and concur therein.
We have appointed on the part of the House, Mr.
Sams.

Which was read, assented to and sent to the Senate.
The Secretary of the Senate appeared and delivered
the following message:
BY THE SENATE,
January 28th, 1892.
Gentlemen of the House of Delegates :
We propose, with the concurrence of your Honor-
able Body, that the Speaker of the House and Presi-
dent of the Senate, be authorized to make an appoint-
ment of a person as watchman in the Annex to State
Capital, as well as watchman for the Committee Rooms
situated therein, and to perform such other duties as
may be required by the Speaker and President afore-
said.
