566 LAWS OF MARYLAND. [Ch. 401]

Second Ward—Northwest of middle line of Highland Ave-
nue Electric Railway, bounded by same; middle line of John
street and middle line of Prospect street.

Third Ward—West of middle line of Prospect street, bounded
by same; middle line of Dewey street and by western and
northern limits of the town.

Fourth Ward—South of middle line of Dewey street,
bounded by same; middle line of Prospect street and by south-
ern and western limits of the town.

SEC. 4. The officers of said -town shall be a Mayor and six
Councilmen, one from each ward and two at large, elected
by ballot and such appointive officers as are hereinafter desig-
nated, and each officer may continue to hold office till his suc-
cessor is qualified. Before entering upon the duties of his
office, each officer shall take an oath that he will diligently
and faithfully discharge all the duties of his office without
favor, partiality or prejudice, and said oath shall be filed
among the records of the town.

SEC. 5. At the first election of officers under this charter
the qualified voters of the town shall elect a Mayor to serve
for a term of two years and shall also elect two councilmen-
at-large; and the qualified voters of each ward shall elect
one councilman; of these six councilmen two shall serve for a
term of three years, two for a term of two years, and two for
a term of one year. At their first meeting the Council shall
designate the term to be served by each councilman, the longer
terms being assigned to those who received the higher majority
at election. At each successive annual election, the qualified
voters of each ward in which there is a vacancy shall elect a
councilman to serve for three years; at each alternate annual
election the qualified voters of the town shall elect a Mayor to
serve for a term of two years; and at the expiration of the
term of either of the councilmen-at-large they shall also elect
his successor to serve for a term of three years. The qualifica-
tions for voters, Mayor and councilmen shall be the same
as are prescribed by voters by the laws of the State. The
Mayor must continue to reside in said town and each council-
man in his respective ward during their term of office, and they
shall receive no compensation for their services, except that
the Mayor shall receive the fees hereinafter allowed.

SEC. 6. The Council shall meet in some convenient place
in said town on or before the first Monday in June of each
year as often thereafter as may be necessray in the discharge
of the duties of their office not less than once in every month.
