Annual Report to Governor

In response to concern about the use of pesticides
in the State and their potentially damaging effects on
people, wildlife, and the Chesapeake Bay watershed,
the Governor established the Governor's Pesticide
Council in January 1990 (Executive Order
01 01 1990 02, amended by Executive Order
01 01 199321) The Council reviews pesticide man
agement programs and recommends actions to safe
guard the health of citizens and the environment The
Council considers pesticide manufacture, transport,
storage, use, and disposal The Toxics Reduction and
Prevention Strategy of the Chesapeake Bay Agree
ment also is evaluated by the Council
The Council has fifteen members Nine are
appointed to three year terms by the Governor,
including a senator chosen by the Senate President
and a delegate selected by the House Speaker Four
serve ex officio

The Governor's Science Advisory Council origi-
nated as the Governor's Science Resources Advi
sory Council in 1963 By Executive Order, the
Governor reorganized the Council in 1970 as the
Governor's Science Advisory Council
The Council provides the Governor with ob
jective scientific and technological advice In all
fields to which scientific approaches can be ap
plied, the Council identifies potential problems,
recommends solutions, and defines problem ar
eas that could best be solved by committees The
Council also defines scientific areas needing ad
ditional research or data analysis, reviews avail-
able resources to perform such analysis, and
recommends the approach to be used The
Council further works to improve scientific edu
cation and identifies areas for graduate studies
that will be of value to the State
At the Governor's request or with the Gover-
nor's approval, the Council provides scientific and
technological advice to the principal executive de
partments of State government It also serves as a
liaison with scientists of other states or agencies in
coordinating approaches to common scientific
problems
Appointed by the Governor, Council members
serve three year terms
