to a body of records, the Commission also may
support projects to promote cooperative efforts
among institutions and organizations and improve
the knowledge, performance, and professional skills
of those who work with historical records
In Maryland, the Commission funded a records
assessment and reporting project to evaluate how
institutions care for and provide access to the State's
historical records Those assessments, with recom-
mendations, were published as Maryland's Record
Heritage Assessing Needs and Opportunities
(1991)
Guidelines and Procedures Applications and
Grants,
a pamphlet describing the program, is avail-
able upon request

visory Board consists of at least seven members,
including the State Historical Records Coordinator

Interim Report & Annual Report to Governor

The State Advisory Council on Nutrition was
created by the Governor in 1985 (Executive Order
01 01 1985 35) It was reformed m 1988 and 1996
(Executive Orders 01 01 1988 02, 01 01 1996 09)
The Council formulates State policy to provide
food and nutrition services to low income persons
in Maryland It reviews programs providing nutri
tion and health services, and nutrition education
and training, and analyzes their success To prevent
and treat malnutrition, the Council monitors the
health and nutrition of low income persons and

encourages partnerships among federal, State, local
and private agencies
The Council has nineteen members Fifteen are
appomted to two year terms by the Governor Four
serve ex officio The Governor names the chair

The Governor formed the Partnership Policy
Council on Block Grants in May 1996 (Executive
Order 01 01 1996 12) Since Congress is consid-
ering a change of certain programs administered by
State and local government into block grants, the
Council will evaluate the policies and processes
involved with federal block grants The Council is
to review related federal legislation and regulations
and propose a transition plan for each grant from
categorical to block grant The Council also will
help State government agencies plan for and use
