The Maryland Port Administration was
created on July 1, 1971, as a part of the
Maryland Department of Transportation,
succeeding the Maryland Port Authority,
a semi-autonomous State agency established
by Chapter 2, Acts of the Special Session
of 1956. It adopted its present name by
Chapter 526, Acts of 1970, which provided
for the transfer of the rights, duties, powers
and obligations of the Authority to the Ad-
ministration. Not included are those powers
and duties which were transferred to the
Maryland Transportation Authority.
The Administration endeavors to pro-
mote and increase waterborne commerce in
Maryland. To this end, the Administration
maintains field offices in Pittsburg, Chi-
cago, New York, Brussels, London, Tokyo,
and Hong Kong as well as in Baltimore.
When the Administration's predecessor
agency was created in 1956, the primary
objective of the General Assembly was to
improve the facilities and strengthen the
workings of the private operator. If private
facilities were inadequate, however, or in-
adequately operated at any time, the Au-
thority was empowered to construct, and if
necessary operate, supplementary public fa-
cilities (Code 1957, 1968 Repl. Vol., 1975
Supp., Art. 62B). This power was trans-
ferred to the Administration in 1970.

From 1956 through fiscal year 1973, the
Maryland Port Administration invested
some $108,000,000 in modernizing and
constructing international general cargo fa-
cilities in the port of Baltimore and ex-
pended another $2,000,000 in new port
facilities at Cambridge and Crisfield on
Maryland's Eastern Shore.
Plans by the Port Administration call for
more than $240,000,000 in construction of
new port facilities by the end of fiscal year
1977 with a minimum of nine new berths
including support cargo handling equipment.
The Port Administrator who serves at the
pleasure of the Secretary is appointed by
the Secretary of Transportation with the
approval of the Governor.

MOTOR VEHICLE ADMINISTRATION

The Office of the Commissioner of Motor
Vehicles was established by Chapter 207,
Acts of 1910. The Legislature changed this
title to the Department of Motor Vehicles
by Chapter 1007, Acts of 1943. By Chapter
526, Acts of 1970, the Department was
placed within the Maryland Department of
Transportation and became the Motor Ve-
hicle Administration.

The primary responsibility of this Divi-
sion is the licensing and regulation of motor
vehicle dealers, motor vehicle manufacturers,
auto wreckers, scrap processors, profes-
sional driving schools and title service
agents. It is also charged with the responsi-
bility for the administration of Maryland's
school bus inspection program. The Division
insures that dealer licensees comply with
appropriate provisions of the Maryland
Motor Vehicle Code, ensuring that transac-
