JAMES B. MONROE, Republican, Charles County; born in Waldorf,
August 10, 1908. Automobile dealer; he served in the House of
Delegates 1936-1946. Member of the Legislative Council 1939-1945;
1951. Unmarried. Elected to the Senate in 1946.

LOUIS N. PHIPPS, Democrat, Anne Arundel County; born at Tracy's
Landing, Anne Arundel County, March 6, 1896. Attended the Anne
Arundel County public schools and a graduate of the University of
Baltimore. He is an automobile dealer and garage owner. He served
with the 79th Division during World War I and with the Ordnance
Department during World War II. Former Mayor of the City of
Annapolis and former Alderman of the same city. Married. Member
of the Senate 1938-1942, elected to the present term in 1950.

HARRY T. PHOEBUS, Republican, Somerset County; born at Oriole,
February 24, 1893. Attended the public schools at Oriole. He is an
automobile dealer and engaged in the real estate business. Member of
the House of Delegates 1917-1921; County Commissioner, Somerset
County, 1921-1925; Treasurer, Somerset County, 1925; State Senator
1934-1937; Commissioner of Labor and Statistics 1937. Married.
Elected to the Senate in 1946.

LEROY W. PRESTON, Democrat, Baltimore 5th; born in Baltimore
County, July 30, 1915. Attended public schools at Towson, and at
St. Petersburg, Florida; graduated from the University of Baltimore
in 1938. Admitted to the Bar in 1939. Member of the 61st Air Group,
1941-1946, holding rank as Major, served in the China-Burma-India
Theatre. Assistant City Solicitor of Baltimore City 1947-1949.
Chairman, Baltimore City Delegation, 1947-49. Vice Chairman, Demo-
cratic State Central Committee 1947-1950. Married, three children.
Member House of Delegates 1946-1950. Elected to the Senate in 1950,
President Pro-tem, 1953.

JACOB R. RAMSBURG, Republican, Frederick County; born near
Lewistown, February 16, 1908. Attended the public school of Fred-
erick County. Insurance agent. President Frederick County Council
on Religious Education; member Salvation Army Advisory Board of
Frederick, Lions, Frederick Chamber of Commerce, Secretary, Fred-
erick City Planning Commission. President, East Frederick Civic
Improvement Association. Married. Elected Minority Floor Leader
of the House in 1947, 1949 and 1950. Member House of Delegates
1934-1950. Member Legislative Council. Elected to the Senate in 1950.

LAYMAN J. REDDEN, Democrat, Caroline County, born in Denton,
October 6, 1904. Attended the public schools of Caroline County,
Blair Academy in New Jersey and the University of Pennsylvania,
graduating in 1926. Graduate work taken at Washington and Lee
University and University of Maryland. He was admitted to the
Maryland Bar in 1934. He served as Secretary of the local Selective
Service Advisory Board during World War II, as State's Attorney for
Caroline County, 1934-1946, and as a Delegate to the State Demo-
cratic Convention in 1946. Member Legislative Council. Married.
Elected to the Senate in 1950.

WILLIAM MASON SHEHAN, Democrat, Talbot County; born in
Easton, June 1, 1914. Attended the public schools of Talbot County,
Mercersburg Academy, Duke University, graduating in 1937. He is
engaged in the general insurance business, sales and surveys. He
entered the Navy Aviation Cadet Program as Seaman, 2/c in 1939,
and was discharged as Lt. Commander in 1946, receiving the Air
