'till the 10th of Decr last is hereby Discharged. —

[Council to General Smallwood]

We receive Applications daily, from Soldiers who alledge they
have been Prisoners with the Enemy, for an Advance of five Pounds.
The Board, in making the Resolution for the Advance of £5., had in
View only those who had been confined in Charles Town and came
into Virginia in a Cartel Vessel. Many who have applied, have not
been Prisoners but a small Time, some only a few Days. We wish
to relieve, as much as in our Power, the Distresses of the poor fel-
lows, but we cannot justly advance to all who may have been Prison-
ers; any of those who came into Virginia in the Cartel, and others
who may have been wounded and Prisoners, who have not recovered
of their Wounds, we would advance to, and are ready to draw a Sum
of Money to any Person you may appoint, to be advanced to Persons
within the above Descriptions, on your Order.

Wednesday 6th February 1782

Ordered that the western shore Treasurer pay to Allen Quynn
sixty five pounds, five shillings specie due him for Wood per Account
passed. —
That the said Treasurer pay to John Muir one hundred and twenty
pounds, sixteen shillings and eight pence Balance of his last years
Salary as Commissary of Stores per Account passed. —
That the said Treasurer pay to Benjamin Morgan thirty six
pounds, two shillings and seven pence of the Bills emitted under the
Act for the Emission of Bills of Credit &ca for Certificates issued
agreeable to the Act to adjust the Debts due from this State. —

Ordered that the western shore Treasurer pay to Lieut. Henry
Gassaway ten pounds, fifteen shillings of the Bills emitted under the
Act for the Emission of Bills of Credit &ca for Stores to 14th Jany
on Acct
That the said Treasurer pay to Jub Fowler six pounds fifteen shil-
lings of the same Emission due him per Account passed. —
That the said Treasurer pay to Ann Williamson one pound of the
same Emission due her per Account passed. —
That the said Treasurer pay to Capt Jacob Brice seventy pounds,
one shilling of the same Emission for Stores to 1 Instant and Cloth-
ing on Account
That the said Treasurer pay to Elizabeth Issabell, nine pounds,
eighteen shillings and six pence of the same Emission due her per
Account passed. —
